Oil and Gas Recruitment Agencies-Getting a big chunk of their Recruits Salaries(IS THIS UNFAIR LABOR PRACTICE AND EXPLOITATION OF WORKERS)

According to some oil and gas workers there are  local and international oil and gas recruitment agencies deploying workers to the Middle  East who are pocketing a big chunk of their recruits salaries. This is the hidden fact to the employees who are looking for jobs unsuspecting that salaries being offered to them by Recruitment agencies are way below the standard given by their potential employer. It is unimaginable that some recruiters are pocketing as much as 50%-75% of the proposed salary and only 25% is being received by the recruit/employee without his knowledge.  With this scenario who will regulate this situation? Who should police the activities of these recruitment agencies when no one is in charge?
